Legislative Concerns Committee

Urgent Items

NAGPS Legislative Platform [HTML] [PDF]
NAGPS is dedicated to improving graduate education through certain
legislative efforts. NAGPS favors legislation that gives opportunities
to international students, increases student aid through loans and
grants, decreases the tax burden on graduate students, and ensures
equal rights for graduate students.
Current Issues:

  • Higher Education Affordability and Equity Act (H.R. 1380)
    The
HEAEA is a tax bill that aims to improve both graduate and
undergraduate education through certain tax incentives. The bill would
return graduate stipends to their once tax-exempt status, increase the
ceiling on student loan tax deductions, as well as increase
    contributions to education savings accounts.
  • The Student Borrower Bill of Rights Act (S. 3255)
    The
Student Borrower Bill of Rights aims to prevent predatory lending
practices aimed at student borrowers. Many students leave college with
large debts and are then forced to pay them back through unreasonable
monthly payments at high interest rates. Many students in such
positions are often unaware of the terms of their loans. Fear of such
situations forces many students to not attend college altogether. By
outlining the rights of student borrowers, we hope to end such
    practices and increase post-secondary enrollment.
  • Coalition for an Affordable and Accessible Graduate Education
    The
Coalition is a group of graduate and professional student
organizations, along with individual universities and higher education
groups, working together to make graduate and professional education in
the United States available to anyone with the desire and skills to
    pursue it.
  • National Tuition Endowment Act
    Currently
there is $30B that is wasted due to inefficiencies and corporate
subsidies in the federal student loan system. The National Tuition
Endowment Act aims to close these loopholes and make the system more
efficient, giving this overhead back to students in the form of
    additional student aid.
